What is the Assisted Living Waiver (ALW)?
The Assisted Living Waiver is a Medi-Cal program run by the California Department of Health Care Services (DHCS). It pays for assisted living services so eligible Medi-Cal members can live in a licensed RCFE or ARF instead of a nursing facility. The facility provides the care and bills Medi-Cal for it.
Which facilities can bill Medi-Cal under ALW?
Licensed Residential Care Facilities for the Elderly (RCFEs) and Adult Residential Facilities (ARFs) that are enrolled as ALW providers in a county where the waiver operates. Enrollment goes through DHCS, and residents are assessed and placed by a Care Coordination Agency (CCA).
How does ALW billing work?
Each resident is assigned a care tier (Tier 1 to 5) that sets a daily rate. The facility submits claims to Medi-Cal for the days each resident was in care, and Medi-Cal pays per claim. ALWPro prepares and submits those claims every week, posts the payments as they arrive, and follows up on anything denied or short-paid.
How long does it take Medi-Cal to pay?
A clean claim is usually paid about three weeks after it is submitted. Denials and missing paperwork add weeks, which is why we check eligibility and documentation before anything goes out, and bill weekly so money arrives steadily instead of in one lump.
What is Residential Habilitation?
Residential Habilitation (often shortened to HAB) is an additional ALW service for residents who need help learning or keeping daily living skills. It is authorized per resident through the CCA and billed in 15-minute units on top of the daily tier rate. Many facilities have eligible residents and never bill for it. We help identify them, obtain the approvals, and keep the daily logs the program requires.
What do we need to send you each week?
Your census: who was in the facility, who was away, and any changes. The client portal walks you through it in a few minutes and we take it from there. You can also see every claim, payment and invoice in the portal at any time.
What does ALWPro cost?
We charge a percentage of what we collect for you, so our fee only comes out of money we actually bring in. Tell us about your facility and we will quote it in one email.
